CA Confirms 60 DFA Diplomats

MANILA, Philippines — The bicameral Commission on Appointments (CA) confirmed on Wednesday the appointment of one ambassador, 15 chiefs of missions, 14 career ministers, and 30 foreign service officers (FSOs or consuls).

Ambassador Monina Estrella Callangan Rueca headed the list of diplomats who passed through the CA “wringer.”

Rueca was confirmed as Ambassador extraordinary and plenipotentiary (chief of mission, class II) to the Republic of Hungary with concurrent jurisdiction over Bosnia and Herzegovina, Serbia, and Montenegro.

The CA, however, deferred for next month its confirmation on the appointments of three other ambassadors for their failure to submit on time documents needed by the CA foreign affairs committee.

They are Consuelo Puyat Reyes who had been nominated as ambassador extraordinary and plenipotentiary to Chile; Mercedes A. Tuason as ambassador extraordinary and plenipotentiary to the Vatican, and Noe A. Wong as ambassador extraordinary and plenipotentiary to Cambodia.

Rueca and the other diplomats were confirmed based on the recommendation of the CA foreign affairs committee chaired temporarily by Sen. Edgardo J. Angara, committee vice chairman. The committee chairperson is Sen. Miriam Defensor Santiago.

In a plenary session presided by Senate President Juan Ponce Enrile, concurrent CA chairman, the Commission also confirmed the appointment of 97 Armed Forces of the Philippines (AFP) officers.

Those confirmed as chiefs of mission were Eduardo Pablo M. Maglaya, Virginia H. Benavidez, Luis T. Cruz, Romeo L. Manalo, Elizabeth P. Buensuceso, Evelyn D. Austria-Garcia, Meynardo L.B. Montealegre, Ma. Teresa L. Taguiang, Constancio R. Vingno Jr., Ma. Amelita C. Aquino, Ma. Lumen B. Isleta, Alex G. Chua Joselito A. Jimeno, Jaime Victor B. Ledda and Leah B. Ruiz.

The career ministers confirmed were Giovanni E. Palec, Rosario P. Lemque, Ma. Josefina V. Ceballos, Arvin R. de Leon, Ma, Elena P. Algabre-Misrahi, Marian Jocelyn R. Tirol-Ignacio, Ezzedin H. Tago, Alan L. Demega, Paul Raymund P. Cortes, Raly L. Tejada, Jose A. Cabrera III, Marshall Louis M. Alferez, Anne L. Louis, and Zaldy B. Patron.

The AFP brigadier generals confirmed were Felizardo A. Simoy, Gilberto Jose C. Roa, Nonato Alfredo T. Peralta Jr.,Ariel B. Bernardo, Virgilio O. Domingo, Arnaldo F. Fernandez Jr., Cesar B. Yano, Marlou L. Salazar, Ramiro G. Busalanan, and Roger C. Diaz.

Armando L. Guzman was the lone Navy commodore confirmed. The equivalent rank of a commodore is brigadier general.
