11th National Congress of Communist Party of Vietnam opens

The 11th National Congress of the Communist Party of Vietnam (CPV) kicked off here Wednesday with the participation of 1,377 delegates who will elect the new CPV Central Committee for the term of 2011-2015, define orientations for the country's ten-year socio-economic development strategy in the 2011-2020 period, and adopt the party's amended constitution implementation.

"The congress's tasks are to review the implementation of the resolutions of the 10th party congress and decide orientations and missions for developing the country in the next five years," Nong Duc Manh, General Secretary of the CPV Central Committee (CPVCC), said at the Opening Ceremony of the congress.

He noted the aim of the congress is "continuing enhancing the party's leadership capacity and combativeness, promoting the nation's synergy, comprehensively boosting the renewal process, creating the fundamentals for Vietnam to become a basically modern- oriented industrial country by 2020."

During the meeting, representatives will hold discussions to adopt four documents of great importance, including the platform for national construction in the transitional period to socialism (supplemented and developed in 2011), the political report of the tenth Central Committee submitted to the eleventh congress (in which states the implementation of the orientations and tasks in the past five years and maps out the objectives, orientations and tasks for the next five years), the ten-year Socio-economic development strategy in the 2011-2020 period and report on the review of the party statute implementation with some proposals for supplements and amendments.

The contents of these reports also include the review of 25 years of adoption of the doi moi (renewal) policy, the ten-year socio-economic development strategy during 2001-2010 period, and assessment of the five-year implementation of the resolutions of the tenth national congress, said Manh.

Manh mentioned in his speech the party's ideas and targets for the socio-economic development strategy in 2011-2020 period and the country's orientations and missions in the next five years.

During his keynote speech, Manh also reviewed the continuation of perfecting the socialism-oriented market economy, and acceleration of industrialization and modernization in attachment with development of knowledge-based economy, and good settlement of social, cultural, educational, scientific, technological and environmental issues in compliance with ensuring social parity and equality.

The reinforcement of national defense and security, expansion of external relations and active integration into the world economy, the strengthening of democracy and national great unity, and perfecting the socialist law-governed state are also included in the contents of the reports, Manh added.
