Human rights: Cambodia makes knock fingers

Surya P. Subedi, special reporter of United Nations on situations of human rights in the Kingdom, declared during the 12th session of the Council of human rights in Geneva that Cambodia did not respect its commitments in the field.
«It makes no doubt which Cambodia made of important progress these last years but challenges remain numerous. Justice is not even as independent as ellle should it. The certain fundamental rights like the freedom of expression and the right of association, for instance, became eroded » asserts Surya P. Subedi.
According to him, laws anti-defamation Cambodian exceed the borders of the freedom of expression envisaged in international Alliance on civil and political rights of 1966. «It would seem that Cambodian justice has an interpretation of right which draws away without justification of the extreme limitations the freedom of expression» he added. Surya P. Subedi thinks moreover that a plan of penal code being under way of exam in the Assembly, it would be necessary to seize opportunity to decriminalize defamation and to restrict restrictions to fundamental freedom.
The special reporter of United Nations also underlined that impunity remained a painful question and regretted the chase of the ousting of underprivileged populations.
Nevertheless, it was very pleased that the government is taken into account to some of its observations.
